<p>Reporting to the Manager, Technical Services, is responsible for providing technical expertise in the planning, design, implementation and project management of residential building improvement and renovation programs and new construction projects. </p>
<p>QUALIFICATIONS</p>
<p>•    Successful completion of a three year Community College Technology Program in Architectural or Engineering Sciences or related field or approved equivalent combination of education and experience.<br />
•    Eligibility for membership in the Association of Architectural Technologists of Ontario or Ontario Association of Engineering Technicians/Technologists as a Certified Engineering Technologist. <br />
•    Minimum five (5) years related experience in building construction/renovation and maintenance for a variety of residential buildings, involving the development of designs, plans and specifications and contract administration.<br />
•    Valid Ontario Class “G” Driver’s License and reliable vehicle for use on corporate business.<br />
•    Knowledge of the theory, principles and practices of residential building design, cost estimating, construction and maintenance related to structural, architectural and engineering disciplines.<br />
•    Knowledge of residential building construction, renovations and maintenance administration, including building elements and systems in a variety of residential buildings.<br />
•    Knowledge of applicable Legislation, By-Laws, Regulations, Acts and acceptable building design and maintenance standards governing residential properties.<br />
•    Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, accountability, flexibility and adaptability.  <br />
•    Knowledge of and demonstrated ability in design software such as CAD, Softplan and/or Autocad.<br />
•    Strong contract management, project management, analytical and problem solving skills.<br />
•    Computer literacy utilizing MS Office software applications with proficiency in word processing, spreadsheet and presentation software applications.<br />
•    Ability to prepare tender documents, including the preparation and review of designs, plans and technical specifications.<br />
•    Ability to direct consultants and contractors, conduct inspections, evaluate work and identify/resolve deficiencies.<br />
•    Ability to work outside regular business hours, as required.</p>

<p>Delivers a suite of technical services to successfully implement the vision and strategic direction of SHSC and the Asset Management Centre’s Boards of Directors and the CEO.  Assists in the development of programs, tools, and templates designed to improve the capital planning, energy management, and preventive maintenance capacity of social housing providers and municipal service managers in Ontario.  <strong>Located in Eastern Ontario, this position requires extensive travel within the geographic area and some travel throughout Ontario</strong>.</p>

<p><strong>Responsibilities</strong>:<strong> </strong></p>
<p>Under the direction of the Director, Technical Services and in collaboration with SHSC staff expertise as appropriate, the Technical Services Project Manager undertakes the following:</p>

<p>1.         Assists in the development and application of the tools, templates, and guidelines necessary to coordinate efforts of the housing sector with regard to standardizing capital planning and capital spending approaches.</p>
<p>2.         Provides technical advice and support to housing providers and municipal service managers regarding capital planning and the delivery of capital projects.</p>
<p>3.         Maintains knowledge of energy management measures current with industry developments and standards and provides related technical advice and support to housing providers and municipal service managers.</p>
<p>4.         Undertakes building condition audits, writes reports, and discusses results with providers.</p>
<p>5.         Assists providers with interpreting audit results, prioritizing capital repairs and establishing short range and long range capital plans.</p>
<p>6.         Assists social housing providers to retain consultants to undertake building condition audits, energy condition audits, project design, call for bids, retaining contractors, and contract administration of capital projects.</p>
<p>7.         At the request of providers, oversees or manages the delivery of capital projects from project design through the bid process to recommendation for contract award.</p>
<p>8.         At the request of providers, oversees or provides contract administration services including recommendations regarding change orders, project scheduling, progress payments, the determination of substantial performance, and the release of holdback funds.</p>
<p>9.         Assists in the development and application of the tools, templates, and guidelines necessary to coordinate efforts of the housing sector with regard to developing and implementing preventive maintenance programs.</p>
<p>10.        Reviews preventive maintenance plans and recommends changes as appropriate.</p>
<p>11.        Assists social housing providers to develop and to implement preventive maintenance programs.</p>
<p>12.        Provides input into the development of technical manuals/materials for training and promotion purposes.</p>
<p>13.        Contributes to working groups; including consultations with independent contractors and municipal service managers.</p>
<p>14.        Uses project management tools and tracking templates to implement, monitor, and report on projects and project costs.</p>

<p><strong>Required Qualifications:</strong></p>
<ul>
<li>Seasoned professional      project manager experienced in capital planning and building maintenance</li>
<li>Member of AATO or      OAECTT or IFMA with accreditation in engineering technology,  architectural technology, facilities      management, or equivalent from a community college </li>
<li>Extensive project      management skills in a multi-residential environment</li>
<li>Advanced knowledge of      hiring and managing consultants, project design, calling of bids, awarding      contracts, and contact administration</li>
<li>Experience in energy      management including energy audits, current technologies, and energy efficiency      programs</li>
<li>Sound knowledge of      related legislation including Ontario Building Code, the Ontario Fire      Code, the Occupational Health and Safety Act, the Ontario Disabilities      Act, the Social Housing Reform Act, and the Rental Tenancies Act</li>
<li>General knowledge of      the legislative, jurisdictional, and program delivery framework for social      housing in Ontario      (non-profit, co-operative, public, assisted, market)</li>
<li>Ability to establish      effective working relationships with social housing providers and      municipal service managers</li>
<li>Ability to identify      and promote best practices in an environment of constant change and      improvement</li>
<li>Ability to work      independently in a fast-paced environment and as part of a      multi-discipline, entrepreneurial oriented team </li>

<p>The successful applicant will:</p>
<ul>
<li>Research, develop, and provide project management services for the construction of new facilities and major renovations for existing structures, mechanical and electrical modernizations, ensuring compliance with Federal, Provincial, and Local regulations.  Responsible for all aspects of leading and managing the project from start to finish.</li>
<li>Participate and liaise with the Manager of Facilities respecting architectural and engineering document preparation and administration.</li>
<li>Prepare and organize internal arrangements as necessary to accommodate major renovations or staff relocations; coordinates the services of designers, contractors, communications companies, and movers, ensuring associated costing reports are provided and adherence to approved budget.</li>
<li>Make recommendations on the hiring of contractors and consultants. </li>
<li>Establish project priorities for staff involved, contractors, engineers, architects, and consultants; review project phases ensuring expedition of work and achievement of objectives.</li>
<li>Assist the Branch Manager in the preparation and administration of the department annual capital budget, long range budget forecasts, and departmental business plans. </li>
<li>Attend public meetings to make presentations and respond to inquiries about construction projects.  Create and implement a communications strategy to keep stakeholders informed.  Prepare reports and makes recommendations to and attend staff, departmental, community, and other meetings as required.  Prepare reports for Council/Committee regarding design, tendering, contract management and status of major capital projects.</li>
<li>Respond to inquiries and complaints from public, staff, senior management, and members of Council, resolving matters including participation in decisions or actions taken.</li>
<li>Maintain effective and co-operative liaison with other staff, affiliated agencies, vendors, suppliers, consultants, service providers and staff in other government and community organizations. </li>
<li>Research best practices and industry trends, remains informed on applicable legislation and emerging areas of focus with respect to project management and constructions.</li>
<li>The 2009 salary range is from $65,865.80 to $80,061.80 per year.</li>

<p>Applicants must have:</p>

<li> Community College Diploma in Architectural Technology, Facility Management, or related field.</li>
<li>Project Management (PMP) or Certified Associate in Project Management (CAPM) and Certified Building Code Official (CBCO) designations are assets.</li>
<li>Membership in AATO (Association of Architectural Technologists of Ontario) and IFMA (International Facility Management Association) are assets.</li>
<li>Minimum of five (5) years’ experience in project management including a minimum of three (3) years supervisory experience.</li>
<li>Excellent interpersonal, project/time management, organizational, analytical, communication, prioritization, problem-solving, and staff leadership and supervisory skills.</li>
<li>Ability to think and act strategically in a political and community/client service environment, to build strong and enthusiastic staff teams, cooperative/collaborative working relationships, and internal alliances/ partnerships; to champion the mission and values of the City.</li>

<p>Responsibilities:<br />

You will oversee client liaison for consultants and contractors on construction sites and assist the Project Managers on large complex projects as required.<br />
 2.    Contract Administration. You will work with internal clients to accurately define and plan the scope of work to be completed and coordinate the gathering of program information for the preparation of drawings and specifications, obtain relevant information from other departments or authorities having jurisdiction, and prepare request for proposals for all consultants preparing designs, prepare requests for quotations and contract documents for all projects assigned, and review specifications and drawings from architects and engineering firms for construction projects. You will coordinate input from client and other internal stakeholders as well as provide advice and guidance to consultants in application for site plan approval, building permits, and other permits as required.  <br />
 3.    Report on progress. You will conduct on-site inspections to ensure compliance with construction contract documents. You will review and verify progress payments for approval by managers. You will prepare and submit site reports, project status updates, meeting minutes, project schedule, and budget status as required as well as participate in project progress meetings and prepare presentations to project stakeholders and senior management as required. <br />
 4.    Project administration. You will prepare project schedules to include all project phases and submit accurate estimates for budget preparation. You will review, approve, and track change orders and progress payments initiated by consultants and contractors. You will maintain filing systems per corporate standards for all project plans, specifications, schedules, budgets, and correspondence. <br />
 5.    Provide leadership to project teams including consultants and contractors as required as well as make staffing and training recommendations to your Supervisor.</p>

<ul>
<li>Post-secondary education in Construction Technology or architectural technology, or an equivalent combination of education and experience. (A degree in engineering or architecture would be considered an asset.)</li>
</ul>
<ul>
<li> Minimum 3 &#8211; 5 years related work experience in all core areas of responsibility including contract administration, construction methods and inspection, reading and interpreting construction drawings, mechanical, electrical, structural and civil trades terminology</li>
</ul>
<ul>
<li>Working knowledge of relevant legislation including, but not limited to the Ontario Building Code, Fire Code, Occupational Health &amp; Safety Act and the Construction Lien Act</li>
</ul>
<ul>
<li>Project management experience; able to direct the work of others</li>
</ul>
<ul>
<li>Well developed written and oral English language communication skills</li>
</ul>
<ul>
<li> Advanced computer skills in AutoCAD, Word, Excel, Power Point, and Microsoft Project</li>
</ul>
<ul>
<li>Eligible for, or Member in M.A.T.T.O. or other recognized technical association and/or Project Management Institute would be considered an asset</li>
</ul>
<ul>
<li>A valid Ontario Driver’s License Class “G” and the use of a personal vehicle to travel to construction sites</li>
</ul>
<ul>
<li>Must be flexible to work variable hours</li>
</ul>
